商人们反对说：现在获得许可平均延长了一个星期。
分析：本题为解释一个矛盾，那么首先必须把矛盾双方找出来
矛盾双方是：Office认为处理时间减少了一周，商人认为延长了一周。
为什么经过一种方法之后，双方会有如此相反的反应呢？
解释必须涉及到矛盾双方，对双方都做出解释
b. 许可办公室认为处理开始于Interview之后，而 申请 者认为处理开始于当他们递交
表格的时候。
（双方认为开始处理的时间不一样，从而导致了不同的结果）
