To qualify to study in Belgium, it is essential to meet relevant requirements in (1) academic credentials, (2) linguistic skills, (3) academic objectives and (4) financial resources. Let us review these four points:

1. Academic credentials
Equivalence and admissibility of degrees will be assessed according to Belgian law and individual university regulations. Please submit a copy of your degree with a translation to the chosen university's admission boards.

2. Language skills
Chinese students who wish to follow courses in Dutch or French must realize that a superficial knowledge of the language will not do. The ability to speak Dutch or French is imperative in order to follow lectures and to pass examinations. A preparatory year of language instruction is available in some universities for already enrolled students. Please apply for information at the university of your choice.

Students who wish to attend lectures in English (post-academic training international courses) must of course have a good command of that language. Universities will inform you about their individual TOEFL requirements.

3. Programs
Belgian universities offer basic academic courses, advance academic training courses, doctoral programs, post-academic training and various international study programs (Master's) in the fields of technology, law, economics and applied economics, political and social sciences, dentistry, pharmaceutical sciences, language and literature/history, archaeology and art sciences, psychology and educational sciences, medial sciences, engineering and applied biological sciences.

4. Financing
Although precise determination of study and living expenses depends on individual life style, one can assess that about 350,000 Belgian Francs (BEF) (about 88,000 RMB) is necessary for one year's study. This amount should include books, housing, food, transport, and health insurance. It does not include registration fees which can vary from about 25,000 BEF for a student under scholarship to 290,000 BEF for a self financing student, according to the chosen study program.

The persistence of the public works pork barrel -- funding blatantly political projects - has also contributed to public skepticism. In the same year that Moynihan decried the death of Westway, local politicians celebrated the opening of the '1,800 million Tennessee-Tombigbee Waterway, recently described by the Atlantic Journal Constitution as "a broken promise." A classic pork barrel project, the waterway carries only one-tenth the commercial barge traffic that had been projected.

In an important sense, however, the loss of faith and direction in the way the country has built infrastructure in the past is for the better. The methods of the master planner and master builder are poorly suited to a dynamic economy whose demand for new infrastructure is unpredictable and constantly changing. In the new economy, the neat but rigid prescriptions of technical experts and planners are as likely to yield expensive and underused projects as improvements in national productivity. There are solution. Privatization and user fees, touted by many analysts chiefly as ways to raise capital for infrastructure and to streamline operations, have much broader implications than have yet been appreciated. They offer the best guide to creating infrastructure that can meet the nation's rapidly changing demands.    

A growing awareness of the human and environmental costs of roads, dams, and other infrastructure projects brought the public's faith in experts to an end during the 1960s and '70s. Increasingly, American came to believe that efficiency, the totem of the experts, is not the sole value. People and communities matter; the environment matters.


PART 4: WRITING (60 MIN.)

At present, there is a heated discussion on whether it is necessary for students of foreign language to take a course of science.
Write a letter of about 300 words to the editor of a magazine to tell him/her what you think of the topic.

Requirements: Write an essay of about 300 words within 60 minutes. After presenting the two different ideas about advertisements you should state your own opinion about this topic and give the reason why.
